BID DESCRIPTION

After Fukushima accident, worldwide efforts have been made for improving nuclear power plant safety. In the Institute of Applied Energy, the research on further enhanced nuclear power plant safety has been conducted.
In order to choose an entity capable of dealing with the following technical development issue, we would like to invite competing bids. For details, please refer to attached documents.

1. Technological Development Issue

Research on Nuclear Regulatory Trends and Nuclear Power Trends in the United States, Europe and other countries.

2. Items for Competitive Bidding

(1) Work description, implementation time limit, etc are as shown in the attached specifications.
(2) Qualifications for participating in the bid are as described in the attached bid description.
(3) Bidding method
This bidding process shall employ a comprehensive bidder evaluation method and bidders shall submit proposals and bid forms. A successful bidder shall be the bidder who receives the highest score in the comprehensive evaluation, which takes into account technical examination outcomes, bid prices, etc.

 

3. Bidder’s Obligations

Bidders must prepare proposals in accordance with the attached specifications and proposal form, submit the proposals together with bid forms attached to the bid description before the submission deadline for the proposals, bid forms, etc. indicated below. During the period until the day preceding bid opening, the Institute may request a bidder for explanations about its proposal and bid form and the bidder must respond to such request.

Between 10:00 and 12:00 of Tuesday, March 24, 2015.

(4) Submission Method

Of the submittals, 1) bid form shall be submitted in an envelope sealed and the name of the bidder, name of the bid item, and document number displayed on the outside of the envelope; with regard to 2) proposals and 3) list of evaluation items with proposals page numbers, three copies of these documents printed on A4 printing paper and one copy contained in an electronic medium (that clearly describes the name of the bidder, name of the bid item and document number) shall be delivered in person to the person in charge.
If it is difficult to submit them in person before the bid deadline due to unavoidable circumstances, submissions via mail must arrive before the bid deadline.

5. Others

(1) Please note that documents submitted are not returnable.
(2) The Institute may disclose the content of submitted proposal to institutions which are to assist the Institute in implementing this project.
(3) After bidding, we will promptly conduct a technical review and then open bids in the presence of a third party such as an Institute employee who is not involved in the bidding process. The successful bidder shall be the bidder who submits the bid price within the predetermined price limits and receives the highest score in the assessment which evaluates the proposal and bid price in accordance with the method described in the evaluation procedures attached to the bid description.
